BALDER: Initial Requirements Model for Vattenfall

Abstract

Application of the EKD methodology to Vattenfall AB is reported. Introduction of EKD was facilitated by establishing a Steering Group at Vattenfall. The ELEKTRA project at Vattenfall reports internally to the Steering Group, representing the main business areas at the Vattenfall Group. The focus of applying EKD is the design of a strategic Human Resource Planning model integrated with Vattenfall's business planning process in order to identify, support and ensure the availability of needed competence in the short as well as in the long term. In order to identify the company's needs in this area, the EKD methodology is applied in a number of case studies (pilot projects) related to Humans Resource Planning and competence development. Three pilot projects, carried out during March - August 1997, are reported here. These pilots have generated a number of initial requirements regarding the issue of human resource and competence management. These requirements are related to general needs regarding inclusion of competence management in the business planning processes at different levels, and needs regarding the ability to predict future skill and competence requirements for Vattenfall. This report also includes observations of introducing EKD in a large organisation.
